It's a point of view
that is perfectly understandable, and relative from a
particular perspective. I can't find much vulgarity in
Shakespeare, but Chaucer, now there's an English writer that
would far more qualify for the appellation. However you
see it, expressions like "Iar ai venit ma,... porcule"
doesn't even seem to me Eminescu's language. However that's
not to decry vulgarity, nor was it Monica's intent, everyone
likes a laugh and his is of world class humourism. For real
vulgarity perhap the American David Mamet appears to me to
use vulgar slang to such extremity that it even becomes
tedious and infectious after the laughter has stopped, and
that is where I feel I need safeguards because It can take
one over. Thank's for the view.

Brussels
Eases Pressure on Romanian Coalition With EU entry still
on track for 2007, Romania’s centrist government is
unlikely to fall any time soon.

Romania remains
on course to join the European Union by its target date of
January 2007, after the European Commission commended its
progress in the fight against corruption.
Despite
being seen as the most corrupt country in Eastern Europe as
recently as only six months ago, Bucharest is now winning
praise for combating the scourge.
Much of the thanks
for this success is going to the country's energetic
justice minister, Monica Macovei, whose campaign to tackle
the culture of graft, especially among top politicians, has
encouraged prosecutors to bring charges against former prime
minister Adrian Nastase, among others.
In a report on
May 16, the Commission said it would give Romania and its
neighbour Bulgaria five more months to show that the
improvements they have made to their judicial systems and
administrations are irreversible.
Both countries have
ten more conditions to fulfil, with Brussels expecting
Bulgaria, in particular, to show more tangible results in the
fight against corruption and organised crime.
Romania's
entry to the club is conditional on an assessment due in
October that the country is continuing to reform agriculture
and taxation.
"Based on their progress, the
Commission will make the recommendation that Bulgaria and
Romania should be ready to join the EU as of 2007," the
report said.
While Romania was disappointed that it
did not receive an unconditional entry date, there is relief
in official circles that accession next year remains a
feasible goal.
At the same time, political observers
believe that Brussels' guarded praise for the government's
efforts will help keep the ruling coalition together at a
time when it had seemed close to falling apart.
Relations
between President Traian Basescu's Democratic Party and Prime
Minister Calin Popescu Tariceanu's National Liberal Party
have deteriorated recently over Democrat calls for a
ministerial reshuffle.
The Democrats say the present
four-party centrist coalition is unworkable, cannot
achieve its reform goals and needs a radical shake-up.
The
government has also faced flak this year for responding
poorly to natural disasters, such as the serious floods that
hit the south this spring, when Prime Minister Tariceanu was
accused of appearing unresponsive to the plight of those
affected.
On the other hand, delays to reforms of
agriculture and the fiscal system, which the Commission has
singled out as areas in need of attention, have been
attributed to the poor performance of National Liberal
ministers.
The government's failings have prompted
the main opposition Social Democratic Party, PSD, to attempt
to launch a no-confidence vote in parliament over the
handling of the reform process.
"The ruling
coalition promised that people would live well and we want to
show they haven't kept their promise," said PSD leader
Mircea Geoana.
Geoana said the PSD had postponed its
action for several weeks, fearing it might have a negative
impact on the country's standing in Brussels.
But
with Bucharest now in the EU’s good books, pressure on
the coalition is likely to ease - until Brussels issues its
next definitive report in October.
"Without
pressure from the European Union, which seeks stability and
predictability [in Romania], the present coalition would have
broken apart long ago," noted Cristian Ghinea, a
political analyst.
"Changes in the government
are necessary, but no radical reshuffle will take place until
October, when the European Commission presents its new
report."
Journalist Carol Sebastian also
believes Europe's desire for stability in Bucharest will play
to the advantage of the fractured coalition government.
"The country will remain ruled by the same
government - even though many people see it as weak - because
the EU is asking for stability," he said. "Despite
all the differences of opinions between the president and
prime minister, they will have to work together in the coming
months."
That may be of little interest to many
of the 21.5 million Romanians. About one-third of the
population now lives below the poverty line and they tend to
blame both their own government and the EU for recent sharp
rises in the cost of living.
"Prices of food,
petrol, electricity and gas have risen by more than 400 per
cent since the start of the accession path," said Cosmin
Antonescu, who struggles along on less than 150 euro a month.
"The political class in Romania only want to
join the EU to learn how to steal more of their own citizens'
money."

YES SECONDS. I have had three such ticket this past 4

I refer to your letter dated
17th May, for which I thank you.
Please find enclosed
a payment for the above PCN within the time for the discount,
but instead for the full amount. You have read my replies,
and been advised of this one.
The enforcement is
rejected on three grounds, and six categories below, the
first part being alleged contraventions of Tort, Code of
Conduct, and vexatious proceedings.
a. It falls
within the maxim of being petty or trivial and should have
been cancelled immediately for its characteristics conforming
to 'De minimis non curat lex'. AND b. Strictly like for
like, in error, your warden's false description on the PCN
rendered it invalid rand every reason in equity called for
its cancellation,, that you have wilfully ignored when
pointed to in 3. (a). of my first letter. AND c. The
council's and warden's wilful abnegation of duty in tort
towards its electorate. Banking the revenue will be a
clear act of intent, whereas Omission of and ignoring b.
above will show relevant 'mens mentis' in the ensuing
negatively characterised act that is its converse.
The
provisions laid down for procedures in enforcement and
appeals is prejudicial since it rarely allows for equity,
where an adjudicator's dismissal absolves the appellant
giving him no costs for avoidable time trouble and (vexation
a separate element of costs arising from intent and wilful
omission). Having recently exposed the LGO in a contradiction
and sequence of exchanges overlaid with casuistry, sophistry
and fallacious logic, the appeals process would be viewed
with an open mind while simultaneously with extreme
scepticism as to similitude of being agenda driven
'partially' while being described as impartial. Any hidden
agenda will become obvious at such a hearing, and noted. I
have no objection to the process providing an adverse
conclusion is referable for a judicial review, and it has no
bearing on the recovery of costs I shall seek in a separate
court action for vexation, and abrogation of tortious
liability that are discernible from the precise nature of
acts and omissions being so related.
I should advise
that in civil actions for harassment, I have prevailed in two
past cases. One concerned a trivial amount of £1,
that caused the defendant to lose their £650 claim
on the second court action, and the other over £50
with one of the largest world banks, settling prior to issue
of documents with £1650. In this representation I
shall be seeking considerably more along with exemplary and
punitive damages, due to the widespread nature of the
activity, and general and evidential public agreement over
the perfidious nature of professing public care while acting
to the contrary, as aforesaid contributing to a breakdown of
law and order in the community.

1.Contextual
evidence from which unequivocal condemnatory inferences
follow giving insight as to the precise nature of this
widespread local government activity at the end of

letter of 17th. 3.Comparative evidence like for unlike
showing the prejudicial nature of this particular enforcement

of the warden while I was in distress as well as having
disabilities. British integrity and courtesy, and care is all
expected to flow from the authorities who are elected to
serve and not to rule adversely making a triviality an
offence of such magnitude on a regular basis by the hour and
second. 4.Incidental evidence of the selective bias and
malice aforethought of the warden. 5.Testimonial evidence
of contrariety to sections of the RTA 1991 Act. 6.Breaches
of other statutory obligations with appropriate 'mens mentis'
while in pursuit of this revenue wilfully in negligence. Viz:
Tort law and The Offence of Harassment as aforementioned.
7.Policy of claimant in seeking a remedy, where statutory
procedure omits culpability that belongs to local authorities
where they knowingly, with wilful negligence and malice
aforethought pursue a course of conduct that vexes and
derogates the claimant in a just case that the PCN should
never had been issued had the council and its wardens adhered
to their duty of care, where the warden had two clear
opportunities to remedy the breach, without consequence, but
chose to hide, and behave in predator fashion to a deliberate
purpose. 8.Also please note that culpability shall be
traceable to the top of directing minds being held
accountable at the highest level. Therefore please ensure
your decision is supported from a person in sufficient
authority prepared to be accountable. It would be an act of
misprision if this to be omitted. _________________ Re
